On October 16, 2019 Parallel Forum of Zhongguancun Forum, "Gathering Wisdom to Serve the Future: Voice of Global High-end Think Tanks" was held.

The forum was sponsored by the BJAST, the Chinese Academy of Science and Technology for Development and other units, and hosted by the Beijing Decision-making Consultant Center (BJAST Think Tank). 20 internationally renowned experts from think tanks in 6 countries, including China, Japan, Israel, Russia, Germany and Norway, held discussions on the theme of "R&D Globalization and High-quality Transformation". More than 160 experts and scholars, government officials, business representatives and media from home and abroad attended the forum.

Fang Li, Secretary of Party Committee of the BJAST, presided over the forum. Du Feijin, member of the Standing Committee of the Beijing Municipal Committee and Director-general of Publicity Department of CPC Beijing Municipal Committee, and other leaders attended and delivered speeches.

Zhang Xiaoqiang, Executive Vice-chairman and Executive Director of the China Center for International Economic Exchanges, Guo Guangsheng, President of the BJAST, and other experts were invited to make keynote speeches focusing on major issues such as the global distribution of scientific and technological resources. Weng Qiwen, Deputy Director of the Management Committee of Zhongguancun Science and Technology Park, Roni Potasman, Executive Member of the Israel Innovation Mechanism Research Committee and Director of the Institute of Electronic Engineering and Computer Sciences of Israel Institute of Technology, and other Chinese and foreign experts exchanged views on the R&D globalization and the transformation of achievements.

In his keynote speech on "Deeply Grasping the Trend of R&D Globalization for High-quality Economic Development", Guo Guangsheng put forward four strategic paths on how to promote high-quality economic development: first, consolidating the foundation of R&D globalization; second, building an international scientific and technological cooperation network; third, seizing the commanding heights of scientific and technological innovation; and fourth, cultivating global high-end industries.

Zhang Shiyun, Deputy Director of the BJAST Think Tank and Secretary of the Beijing Research Center for Science of Science, on behalf of the BJAST Think Tank, released the Research on Functional Evaluation of Beijing, Shanghai and Shenzhen Science and Technology Innovation Centers for the first time.

Finally, Guo Guangsheng pointed out the characteristics of the forum in his concluding speech, i.e., high standing position and large scale; rich content and practical results; and wide influence and profound significance, which promotes international cooperation among high-end think tanks, and contributes China's wisdom and strength to global governance innovation.
