On September 3, Fang Li and Ren Xiaogang, special research fellows from Beijing Xi Jinping Research Center for Socialism with Chinese Characteristics for the New Era and experts from BJAST Think Tank published a theoretical article "Using Technological Innovation to Generate New Development Momentum" in Guangming Daily.

In response to the data from the National Bulletin of National Science and Technology Expenditures in 2019, the article pointed out that the scale of basic investment in science and technology innovation in my country has been increasing, the investment structure has been continuously optimized, and the investment intensity has continued to increase. The article believed that R&D investment promoted the upgrading of my country's industrial structure, and science and technology investment encourages innovation-driven connotative growth. The article emphasized that it is necessary to actively change the investment model and structure of scientific and technological innovation funds; broaden the channels of scientific and technological innovation funds input; strengthen the incentives for scientific and technological innovation investment.
