Since 2017, Beijing Decision-making Consultant Center ("BJAST Think Tank" for short below), as authorized by Beijing Municipal Science & Technology Commission, has supported the legislative research, legislative demonstration, drafting and preparation of the Regulations of Beijing on Promoting the Transformation of Scientific and Technological Achievements (the "Regulations" for short below) as a core research team. On November 30, 2018, the establishment demonstration report of the Regulations was reviewed and approved by the meeting of directors of the Standing Committee of Beijing Municipal People's Congress, and then the Regulations were clearly listed as regulatory review items of the Standing Committee of Beijing Municipal People's Congress in 2019.

After the establishment of the project, Beijing Municipal Science & Technology Commission established a special legislative group. BJAST Think Tank headed by research fellows Zhang Shiyun and Wang Haiyun served as a core member of the group and supported the preparation, drafting and research of the Regulations in the whole process. Nearly 100 investigation and visit activities were organized to solicit opinions and suggestions and learn about actual needs of innovation subjects. The research results were revised repeatedly and a number of innovative system designs were proposed to safeguard the legitimate rights and interests of innovation subjects in an all-round way, enhance the power of colleges and universities and institutes to transform achievements in an all-round way, support and serve the transformation of scientific and technological achievements of enterprises in the whole chain, build a good ecological environment for transformation in an all-round way, and encourage all subjects to be engaged in the transformation of scientific and technological achievements. The Regulations will be implemented from January 1, 2020.

The Regulations are a momentous one in the construction history of the legal system of science and technology innovation in Beijing. All social circles paid high attention to and made positive comments to the Regulations. They believe that the Regulations are a local law with great reform spirit as they provide an institutional guarantee for the construction of an advanced economic structure, the realization of the capital's high-quality development and the construction of a national science and technology innovation center with global influence in Beijing. BJAST Think Tank published a signed article Focus on Bottlenecks and Make Target Laws to Release Institutional "Bonus" -- <Regulations of Beijing on Promoting the Transformation of Scientific and Technological Achievements> How to Make Breakthroughs in Transformation and Interpretations of the <Regulations of Beijing on Promoting the Transformation of Scientific and Technological Achievements> in Science and Technology Daily and Beijing Daily. Beijing Municipal Science & Technology Commission sent a letter to affirm the work and important contributions of BJAST Think Tank in recent three years.
