On 26^th of September, at the invitation of Xushui District, Baoding City, Hebei Province, researcher Wang Tong, the director of the Institute of Urban Safety and Environmental Sciences of the BJAST, and others went to Xushui District to discuss and investigate on the prevention of accidents in limited space operations and the development of urban safety. The responsible comrades of Xushui District and Cuizhuang Town Government participated in the meeting and research. The two parties discussed and reached consensus on the use of the technological advantages of the Institute of Urban Safety and Environmental Sciences of the BJAST to assist Xushui District in jointly launching the creation of a down industry safety development demonstration park. After the meeting, experts from the BJAST conducted on-site investigations on down processing enterprises in Daxinzhuang village to lay the foundation for the next step in safety production assistance.

On 2^nd of October, four researchers from the Institute of Urban Safety and Environmental Sciences of the BJAST formed a technical assistance team to conduct a field survey of three down companies in Daxinzhuang village, Cuizhuang Town, and systematically carried out risk identification and hidden danger investigation from limited space operations, and proposed the construction of a dual control system and Specific guidance on the rectification of hidden dangers. The two parties exchanged and discussed the overall improvement of safety production in the down industry in Cuizhuang Town.

After returning to Beijing, the research staff of the institute compiled "Implementation Plan for the Establishment of the Down Industry Safety Development Demonstration Park of the People's Government of Xushui District, Baoding City" and other documents. The Cuizhuang Town Government of Xushui District affirmed and appreciated the professional ability and dedication of the scientific research personnel of the institute.
