Zheng Huanmin successively investigated 9 units of the BJAST including Beijing Institute of Nutritional Sources, Beijing Institute of Electro-machining, Beijing Radiation Center for Research and Application, Beijing Science and Technology Publishing Co., Ltd , Beijing International Science and Technology Service Center Co., Ltd, Beijing Research Center of Urban System Engineering, Beijing Science and Technology Holdings Management Center, Beijing Computing Center and Beijing Institute of New Technology Applications, conducted in-depth research on the development of each unit during the "13th Five-Year Plan" period, the "14th Five-Year Plan" scientific and technological innovation work plan, and key tasks for 2021.

In his investigation, Zheng Huanmin pointed out that while the BJAST promotes a new round of public institution reform, it is necessary to coordinate the reform of the institute-affiliated enterprises, do a good job in the top-level design of reform and innovation, and in-depth study of the system and mechanism of modern new scientific research institutions to promote the scientific and technological innovation of the whole institute to achieve new development.
